Low Income Renters Face Tight Market

More than forty years ago, the federal government created what’s called Section 8 housing. It authorizes vouchers intended to help make housing affordable. It also includes tax credits to encourage developers to make at least some units available to those with vouchers. But increasingly, developers aren’t including Section 8 units in their projects.
