February Dialogue: Knox County 4th Circuit Court Judge Bill Swann

Knox County's 4th Circuit Court handles family issues: divorce, child custody, domestic violence... Judge Bill Swann has been elected to serve on the 4th Circuit Court Bench four times: in 1982, 1990, 1998, and in 2006. In 1984, Judge Swann began the state's first parenting classes for divorcing parents. Those classes are now mandatory for parents seeking divorce (Tennessee Parenting Plan Statute, 2001).
